Robert Howden Takes Office as Texas Secretary of State Ahead of Midterms

Governor Greg Abbott has named Robert S. Howden as the new secretary of state for Texas, effective July 18. This appointment comes just four months before the upcoming November midterm elections. Howden succeeds Jane Nelson, who resigned from the position after serving for three and a half years.

As the chief election officer, Howden will oversee the implementation and interpretation of Texas election laws, maintain official state records, and manage the state's international and border-affairs protocol. Abbott expressed confidence in Howden's ability to uphold the integrity of Texas elections, citing his extensive experience in public service across four Republican administrations.

Howden, who resides in Austin, has been serving as a senior adviser and legislative affairs director in the governor's office since 2024. His background includes roles in the administrations of former governors Rick Perry, George W. Bush, and Bill Clements. He has also led two significant state business associations and operated his own consulting firm.

Howden earned his bachelor's degree from the University of Texas at Austin.

His appointment will need to be confirmed by the Texas Senate when the Legislature reconvenes in January, but he is authorized to manage the November elections in the meantime.
