The Colony Police Department would take over law enforcement on North Texas Tollway Authority property inside its area under a two-year agreement the City Council considers Wednesday, Oct. 7.
According to the police department's staff report, the Texas Department of Public Safety stopped providing law enforcement on NTTA tollways and other authority property as of Aug. 31, 2026, when its agreement ended. The tollway authority has since asked each city's police agency to provide those services for pay.
NTTA would pay The Colony no more than $672,068 over the two years, or $336,034 a year, billed monthly. The contract in the packet lists Sept. 1, 2026 as its effective date.
The item is on the regular agenda, so council members will discuss it separately rather than approving it in one vote with routine business.
Energy upgrades and street lighting
On the consent agenda, the council will consider a $3,185,605 contract with Schneider Electric Buildings of America for energy work on lighting, heating and air conditioning, and automated building controls at many city facilities. Staff wrote that the work was coordinated with facilities maintenance so it does not conflict with planned renovations.
Projected savings over the contract term total $3,201,652, which staff said shrinks to about $2.87 million after a program administration fee and a third-party savings audit.
A separate $289,465 purchase from Facility Solutions Group would install dual solar LED streetlights in the median of Memorial Drive between Standridge Drive and FM 423. The lights would go up ahead of a widening project that will take that stretch from four to six lanes.
CoServ, which owns the 11 existing median lights there, would not relocate them to the narrower medians, and it estimated about $392,000 to replace them with 20 curbside lights, according to the engineering staff report.
