Crossing guards at 10 school sites and year-four police camera payments are on Wednesday's consent agenda

The city would pay $33 an hour per guard under a $153,430 contract, plus about $290,000 for Axon body and in-car camera systems it signed up for in 2023.

The City Council takes up a $153,430 contract Wednesday night for the crossing guards who staff school crosswalks in The Colony, along with the fourth annual payments on the police department's body-worn and in-car camera systems.

All of the items sit on the consent agenda for the 6:30 p.m. meeting at City Hall, 6053 Main St. Consent items are normally approved together in a single vote unless a council member asks to pull one for discussion.

Crossing guards

All City Management Services, a California company that has provided the city's crossing guards for several years, would be paid $33 an hour per guard for the 2026-27 school year, according to the police department's staff report and the contract amendment. The amendment covers Aug. 1 through June 30.

The company's worksheet bases the price on 10 locations over a 180-day school calendar: six sites staffed two hours a day, three staffed about 3 hours and 10 minutes a day, and one staffed about 4 hours and 20 minutes a day. That adds up to 4,649.4 projected hours.

The city is buying the service without competitive bids. A letter from the company's chief operating officer included in the packet says no other firm in Texas provides private crossing guard programs exclusively, and that the company employs more than 9,000 guards for over 330 clients. Its services include hiring, background checks, training, substitutes and supervision.

Cameras, year four of five

Two Axon Enterprise payments would cover year four of five-year agreements the city approved in October 2023 through the BuyBoard purchasing cooperative:

  • $160,693.36 for body-worn cameras. The original quote covered 100 Axon Body 4 cameras and a dozen charging docks, plus licenses that include live streaming. The five-year total on that quote is $791,166.80.
  • $129,164.34 for in-car video. The quote covered two-camera Fleet 3 systems for 40 vehicles, with a license for automated license plate reading on one camera per vehicle. The five-year total is $627,264.

Both payments were included in the city's 2026-27 budget, according to the staff reports.

Other consent items

The council will also consider a three-year renewal of the city's ESRI mapping software license at $42,200 a year, $126,600 in all, and a joint election agreement with Denton County Elections to run the city's part of the Nov. 3 ballot.
