Coin shop's move on Main Street needs a permit, with staff proposing a ban on pawn loans

A coin and precious-metals dealer that has done business in The Colony for five years needs a special permit to keep operating after moving a short distance, and city planners want conditions that keep it from becoming a pawnshop.

The Planning and Zoning Commission takes up the request at 6:30 p.m. Tuesday, Oct. 13, at City Hall, 6053 Main St., along with a second permit for a car audio and window tint business. Both are public hearings, and the commission's recommendations go on to the City Council.

KC Gold, Silver and Rare Coins wants to open in Suite 203 at 5000 Main St., a 924-square-foot space in The Shops at The Colony.

The applicant, Raymond Cartwright of Denton, told the city in a written narrative that the store relocated from another site in the same commercial corridor and learned that the zoning code does not list its type of business, so it needs a specific use permit.

The narrative says the store is run by its owner alone and focuses on pre-1964 silver and pre-1933 gold coins and bullion. It says roughly half to 60% of sales are collectible coins and the rest is bullion, and that it does no lending, pawn or consignment business. Proposed hours are 9:30 a.m. to 5:30 p.m. weekdays.

The staff report recommends conditions that would prohibit pawn transactions, collateral loans, credit-access services and other lending. Before the city issues a certificate of occupancy, the owner would have to work with the Police Department on security, record-keeping and transaction documentation, the report says.

The Colony Audio & Tint

The second request covers a 2,060-square-foot suite at 4177 Main St., at the back of the Lone Star Car Wash development near Midas and SpeeDee Oil Change. The business would sell and install window tint, paint protection film, car stereos, backup and dash cameras, remote starters and alarms, all inside the building.

The commission already recommended a zoning amendment for the site on Aug. 25 to allow that use with a permit, according to the minutes in the packet. As part of this request, the property owner agreed to revoke a 2018 permit for a dance studio in the same space.

Notices for both hearings were mailed Oct. 1, and the city had received no comments for or against either request when the packet was printed.
