Coin dealer's move and a car audio and window tint shop go before planners Tuesday

KC Gold, Silver and Rare Coins needs a special permit for its new Main Street suite, with staff proposing a ban on pawn loans, and The Colony Audio & Tint seeks one for indoor installs.

Two small Main Street businesses need the city's blessing before they can open in new spaces, and both go to the Planning and Zoning Commission for public hearings at 6:30 p.m. Tuesday, Oct. 13, at City Hall, 6053 Main St.

City staff and the Development Review Committee recommend approval of both specific use permits, with conditions, according to the meeting packet. The commission's recommendations then go to the City Council.

A coin shop changes addresses

KC Gold, Silver and Rare Coins has done business in The Colony for five years, the owners wrote in their application, and is moving from its previous site to Suite 203 at 5000 Main St., in the shopping center staff refer to as The Shops at The Colony. The suite is about 924 square feet.

The move triggered the permit because the city's land use chart does not list a precious metals and coin dealer, so the use needs a specific use permit in the Shopping Center zoning district.

The shop would trade in coins, bullion, metal bars, commemorative medals and other collectible pieces, and to deal in crafted precious metal items such as flatware under the state's rules for those dealers. Proposed hours are 9:30 a.m. to 5:30 p.m. weekdays.

Staff propose conditions prohibiting pawn deals, loans against collateral, credit-access services and lending of any kind, which they wrote would keep the shop a specialty retailer rather than a pawnshop. Because the business would buy valuables from the public, staff also want the owners to work out security, recordkeeping and transaction documentation requirements with the Police Department before the city issues a certificate of occupancy.

Car audio, tint and remote starts

The second request is for The Colony Audio & Tint, which would take a roughly 2,060-square-foot suite at the rear of 4177 Main St., south of Ridgepointe Drive, in a center that already has a Midas and SpeeDee Oil Change and sits next to a Washguys car wash.

The shop would sell and install tint, protective paint film, car stereos, backup and dash cameras, remote starters, alarms, lighting and similar gear, with all work done indoors. The request does not include any work, storage or repairs outside the building. The application says it would be the third location for Empire Sound & Security, a North Texas company in business since 2008.

The proposed hours are 9:30 a.m. to 5:30 p.m. weekdays.

As part of the request, the property owner agreed to give up an older permit from 2018 that allowed a dance studio on the site, according to staff.

The city mailed notices on Oct. 1 to owners within 200 feet of each property and had received no comments for or against either request when the packet was printed.
